Staff Biographies

The Forest Practices Board professional team is experienced in all aspects of forestry practices. Our staff of professional foresters, biologists, accountants and lawyers conduct audits and investigations and report their findings to the board. Guy Brownlee
Legal Counsel  Guy Brownlee

 

 

Guy Brownlee has worked for the Forest Practices Board since May 2010.

Guy has a Bachelor of Arts degree in political science from the University of Victoria, a Bachelor of Laws degree from the University of Windsor, and a Master of Laws degree in administrative law from York University. He was called to the Bar of British Columbia in 1986.

Prior to joining the Board, Guy worked for the Ministry of Forests and Range. He managed litigation, conducted appeals to the Forest Appeals Commission, and provided guidance to compliance and enforcement officers and statutory decision makers. He was also a private sector lawyer for several years.

Guy represents the Board on appeals to the Forest Appeals Commission, provides legal advice to staff, and undertakes special investigations involving enforcement issues.

David Clarke
Executive Director

David Clarke has worked for the Forest Practices Board since August 2012.

David earned his Diploma in Forestry from the British Columbia Institute of Technology in 1977 and went through the RPF Associations’ Pupil Program to become a Registered Professional Forester in 1990.

Beginning his career in 1977 at T.M.Thomson & Assoc. David worked throughout the coast as a timber cruiser and forestry engineer.  From 1982 to 1990 David worked at Coast Forest Management with his focus on forestry business development and timber management. David then moved on to join Pat Carson Bulldozing – the largest contract logging company on the BC coast – as Manager of Forestry and Engineering from 1990 to 1995. During this time David participated in contract negotiations, assessment of timber development and management of key stakeholder relations. In 1996 David moved to Vancouver BC, where he joined Canadian Overseas Log and Lumber. From 1996 to 2012 David was responsible for diverse business operations, leading stakeholder consultations, developing new business opportunities and establishing relationships with BC First Nations, industry, academia and the BC Government. In this role David oversaw the management of various logging operations and subsidiary companies.

In 2012 David joined the Forest Practices Board as the Executive Director. With a combined 33 years of forestry experience in BC, spanning a variety of disciplines, David brings a broad scope of experience to the Forest Practices Board.

Marvin Eng
Manager, Special Investigations
    Marvin Eng

Marvin Eng has worked for the Forest Practices Board since May 2006.

Marvin’s education consists of a Bachelor of Science Degree from the University of Calgary, and a Master of Science Degree in Wildlife Ecology from the University of Regina.

Before joining the Board, Marvin worked as an environmental consultant (in Alberta), at the BC Ministry of Environment on a project related to coastal black-tailed deer habitat, and for the Ministry of Forests as a Landscape Ecologist where he specialized in decision support for land use planning, and natural disturbance dynamics and their effects on management decisions.

While at the Board, Marvin has led work on these significant projects: Special Investigation on the Effectiveness of Range Practices in Maintaining Range Condition and Wildlife Habitat on British Columbia’s Grasslands; Special Report on Species Profile of Harvest Associated with the Response to the Current Mountain Pine Beetle Outbreak; Special Report on the status of strategic land use planning in British Columbia; Special Report on the implications of large-scale salvage harvesting on biodiversity in central British Columbia;  Cumulative Effects: From Assessment Towards Management; Reporting the Results of Forestry Activities: Compliance with Section 86 of the Forest Planning and Practices Regulation;  and How much of British Columbia's forest is not satisfactorily restocked? And what should be done about it?

Cameron Leitch

   Cameron Leitch

Cameron Lietch has worked for the Forest Practices Board since April 2008.

Cameron’s education consists of a Diploma in Forest Technology from Selkirk College, a Bachelor of Science Degree in Forestry from the University of British Columbia and a Teaching Certification from the University of Alberta.

Cameron is experienced in field operations, operational and strategic planning, valuation and legislation.

Before joining the Board, Cameron worked for the Ministry of Forests and Range as a Small Business Forester in Port McNeil and Resource Officer Timber in Invermere.  He joined Crestbrook Forest Industries before moving to Pope & Talbot, Arrow Lakes Timber Division as a Forestry Superintendent.

Chris Mosher
Director, Audits and
Chief Financial Officer
  Chris Mosher

Chris Mosher has worked for the Forest Practices Board since 1996.

Chris’s education consists of a Bachelor’s Degree in Business Administration, with a major in Finance and minors in Economics and Communications, from Eastern Washington University. Chris is also a Chartered Accountant and holds an Environmental Professional designation, with a focus on sustainable forest management. Chris specializes in auditing. Before joining the Board, Chris articled with Deloitte and Touche Chartered Accountants, then worked with the Auditor General’s office, as well as the Office of the Comptroller General.

While at the Board, Chris has worked on numerous significant projects. As Director, Audits, Chris assumes overall responsibility for all compliance audits, including the final reports. Chris also has taken on the role of Chief Financial Officer for the operations of the Forest Practices Board.

Chris is a fifth-generation coastal logger and worked in various camps along the coast of BC during summers while attending university.

Chris Oman

  Chris Oman

Chris Oman has worked for the Forest Practices Board since 1998.

He holds a Bachelor of Science in Forestry and is a Registered Professional Forester.

Chris divides his time between audits, investigations and special projects.

He has an interest in wildfire management issues and most recently examined fuel management activities throughout BC in a special report entitled Managing Forest Fuels in the Wildland Urban Interface.

Darlene Oman

Darlene Oman has worked for the Forest Practices Board since May 1997.

Darlene has a BA in Geography from York University.

Darlene began her career in 1988 with the Ontario Ministry of Environment as a planner in the Environmental Assessment Branch, where she was involved in a variety of projects, including the Class Environmental Assessment of Timber Management that involved public hearings held across Ontario. In 1995, she moved to Victoria to join the newly established Environmental Assessment Office, working on numerous natural resource development projects across BC. 

In 1997, Darlene joined the Forest Practices Board as the Director of Special Projects, responsible for both the special investigations program and the communications program. She is currently responsible for Corporate Performance and Communications.

John Pennington
General Counsel 
   John Pennington

John Pennington has worked for the Forest Practices Board since 1995.    

John’s education consists of a Bachelor of Science Degree (Honours) and a Law Degree, both from the University of Victoria. John was called to the bar in 1981.

John provides advice to staff and the Board on legal matters. He also manages the Board’s appeals program.

Before joining the Board, John worked as a private practitioner; a solicitor in the Legal Services Branch, Ministry of Attorney General; City Solicitor for the City of Victoria; and was a member of the provincial Nisga’a negotiating team.

While at the Board, John has worked on these significant projects: Board intervention in an appeal to the Supreme Court of Canada in a case concerning “environmental damages” (the “Stone Fire” case); defending the Board’s jurisdiction to comment on unsound forest practices in a judicial review (Northwood case); and various legislative initiatives related to Board mandate, including the Board’s 2011 comments on the proposed Natural Resource Roads Act

Glen Pilling

Glen Pilling has worked for the Forest Practices Board since 1997.

Glen’s education consists of a Bachelor of Science Degree in Forestry from the University of British Columbia.

Glen is a generalist, equally at home with audits and investigations.

Before joining the Board, Glen worked at the Ministry of Forests. During his career, he has also been a consultant, and has worked in the following areas and roles: block layout, silviculture surveys, GIS Forester district planner, silviculture audit forester and timber tenures forester.

While at the Board, Glen has worked on these significant projects: Consistency of Logging with the Robson Valley LRMP; BCTS Logging at Roberts Creek; Nadina Beetle Treatments; BCTS and Road Maintenance.

Daryl Spencer

  Daryl Spencer

Daryl Spencer has worked for Forest Practices Board since March 2008.

Daryl's education consists of a Bachelor of Science in Forestry from the University of British Columbia, and he has been a Registered Professional Forester (RPF) since 1990.

Prior to working for the Board, Daryl was involved with various board audits as a contractor, with responsibilities including harvest, planning, silviculture and roads auditor. As a generalist, Daryl continues to focus on resource planning, protection, harvesting, silviculture and road construction.

Before joining the Board, Daryl spent 10 years in various forest industry roles including area forester, management forester, harvest manager and district planner in forest companies such as Westar Timber, Evans Forest Products and Tasman Forestry. Subsequently, he worked as a consultant for 10 years, concentrating on resource planning, forest inventory and timber development.

Daryl has worked on these significant projects: Pilot Audit of Forest Soil Conservation; Pilot Range Audit: Compliance and Enforcement Audit on Range Activity in the Horsefly Forest District; Audit of Small Scale Salvage in the Kamloops Forest District; Soil Conservation Planning and Practices in the Quesnel and Vanderhoof Districts; Audit of Visual Resource Management - Headwaters Forest District.

Rob Thomson

  Rob Thomson

Rob Thomson has worked for the Forest Practices Board since 1997.

Rob’s education consists of a Bachelor of Science degree from the University of Victoria, and a Master of Science degree from the University of British Columbia.

Rob specializes in wildlife habitat and biodiversity management.

Before joining the Board, Rob worked as an endangered species specialist at the Ministry of Forests, and also worked on the development of Forest Practices Code guidebooks. Prior to that he was a habitat protection biologist in the Peace and Cariboo regions for the Ministry of Environment; and a wildlife ecologist for the Ministry of Forests researching deer/forestry interactions. Rob was a Councilor with the College of Applied Biology for several years and currently is a member of the College’s audit committee.

While at the Board, Rob has worked on these significant projects: Special Report - Implementation of Biodiversity Measures under the Forest Practices Code; Complaint Investigation – Logging and Conservation of Endangered Plant Communities on Vancouver Island.

Clare Vincent

   Clare Vincent

Clare Vincent has worked for the Forest Practices Board since 2000.

Clare’s education consists of a Bachelor of Science degree (Biogeography and Environmental Science) for the University of Toronto, and a Masters of Science degree (Environment and Management) from Royal Roads University.  Clare has been a Registered Professional Forester since 1997.

Before joining the Board, Clare worked at the Ministry of Forests as a Planning Officer, and as a SBFEP Planner and Silviculturist.

While at the Board, Clare has worked predominantly with the audit group as a generalist, with a focus on silviculture and planning.  She has worked on these significant projects: TFL 1 compliance audit; Quesnel Forest District area-based audit; Chilliwack stream riparian management audit; and, Arrow Boundary Forest District woodlot audit.

Rob Volkman
Manager, Audits and

  Rob V

Rob Volkman has worked for the Forest practices Board since April 2006.

Rob’s education consists of a Diploma in Forest Resources from the BC Institute of Technology and a Certificate in Environmental practice from Royal Roads University (2010).

Rob is a Registered Forest Technologist (RFT); a Certified Environmental Auditor, EP (CEA); an Environmental Management Systems Auditor with a Sustainable Forest Management designation, EP (EMSLA); a Registered Safety Professional (CRSP); and a Project Management Professional (PMP).

Rob specializes in auditing, reviewing operations related to forestry (cutblock layout and design; harvesting; road and bridge construction; road maintenance, etc.), oil and gas (well site construction; access roads, etc.), and range activities.

Before joining the Board, Rob worked in Alberta doing a wide scope of activities including: implementing Environmental Management Systems (EMS); health and safety consulting; and, emergency response planning and training. He also operated his own BC based consulting firm for eight years.

While at the Board, Rob has worked on these recent projects: OGC Framework for Compliance & Enforcement; Kiskatinaw watershed; road maintenance special investigation; and water quality & soil conservation, Penticton & Mission Creek Community Watersheds.

Doug Wahl
Manager, Audits and

  Doug Wahl

Doug Wahl has worked for the Forest Practices Board since April 2008.

Doug ’s education consists of a Diploma in Renewable Resource Management from Lethbridge College, a Bachelor of Applied Science in Coastal Management from the University of New England, Australia and a Master of Applied Science from the University of Canberra, Australia. He is a Registered Professional Biologist and a Certified Professional in Erosion and Sediment Control (CPESC).

Before joining the Board, Doug was a consulting habitat biologist based in Summerland, BC. The majority of his consulting assignments were focused on the forest and mining sectors, where his work included the assessment and mitigation of fish, wildlife and biodiversity values as well as the provision of advice on policy and regulatory matters. While at the Board, Doug has contributed to audits and investigations involving the assessment of fish habitat, fish passage, range use, old growth retention and community watersheds.

Doug’s primary interest in natural resource management is achieving the optimum balance between the sustained use of natural resources and the appropriate protection of environmental values.

Del Williams

Investigations

Del Williams has worked for the Forest Practices Board since April 2012.

Del has a Diploma of Technology in Forestry from BCIT, a Bachelor of Science degree in Forestry from UBC, and a certificate in advanced silviculture education from the Silviculture Institute of BC.  He has been a registered Professional Forester in BC since 1987.

Prior to joining the Board, Del worked in various forestry positions throughout BC for 24 years.  Del worked as: a Silviculture Forester on Haida Gwaii; as Operations Forester, then General Manager, with the Revelstoke Community Forest Corporation; as Tenures Forester and Project Manager with the Ministry of Forests, Lands and Natural Resource Operations; and as a manager of a productive woodlot in the BC interior. 

Since joining the Board, Del has worked predominantly on special projects and investigations.

 Ken Zielke
Director, Investigations

Ken Z

Ken Zielke has worked for the Forest Practies Board since October 2012.

Ken’s education includes a Bachelor of Science in Forestry from the University of BC, and a Renewable Resources diploma from Kelsey Institute in Saskatchewan.  Ken Zielke has thirty years of forest management experience in BC, consulting for the past 22 years.  Prior to that he taught silviculture and forest ecology at Selkirk College and worked in the West Kootenays.  Over the past fifteen years Ken worked throughout BC, in other parts of Canada, the USA and Australia for provincial and national government agencies, numerous forest products companies, First Nations and ENGOs.  

Ken’s diverse career includes significant fieldwork, policy development, facilitation and training related to partial-cut harvesting, silvicultural systems, ecosystem-based management, operational strategic forest management planning, windthrow management, climate change adaptation, riparian management, and general stand level silviculture.  Ken designed and delivered more than 25 different training workshops for the BC Forest Service and contributed as a module leader and trainer to the Silviculture Institute of BC and the Ontario Advanced Forestry Education Program.
